Diplomats say progress has stalled due to confusion over the mission’s goals and safety concerns, especially around Gaza’s tunnels. The plan calls for international forces to replace Israeli troops, oversee aid, and train Palestinian police, but no country wants to deploy soldiers without clear terms.
A UN-backed version of the plan, reportedly supported by the U.S., Europe, and led by Egypt with possible participation from Turkey, Indonesia, and Azerbaijan, is being discussed. Britain is helping with coordination and training but has no plans to send troops. The future of the ceasefire and Trump’s 20-point plan largely depends on whether this force can be formed.
