In yet another crime added to the Israeli occupation’s bloody record, the occupation forces perpetrated a full-scale massacre in the city of Rafah, south of the Gaza Strip. This attack resulted in the killing of 3 Palestinian civilians, the injury of 46 others with varying degrees of wounds, and the disappearance of 7 more civilians. These victims were gathered inside the so-called “aid distribution centers” operated by the Israeli occupation in what is referred to as “buffer zones.” The occupation forces, positioned in or around those areas, opened live fire on starving civilians who were lured to these locations under the pretense of receiving aid—desperate individuals driven by extreme hunger. We express deep concern over the possibility of this crime recurring, resulting in further casualties and disappearances.
What happened today in Rafah is a deliberate massacre and a full-fledged war crime, committed in cold blood against civilians weakened by over 90 days of siege-induced starvation, amid a full closure of crossings and nearly 20 months of genocide and complete cutoff of food and medicine from the Gaza Strip. This crime is part of a clear plan of genocide and forced displacement, openly admitted by Israeli Prime Minister Benjamin Netanyahu and several of his ministers.
The occupation’s project of distributing aid through so-called “buffer zones” has failed miserably. This has been clearly demonstrated in field reports, testimonies from the Hebrew media itself, and numerous international experts, who witnessed harrowing scenes of starving thousands storming the aid points under the pressure of deadly hunger. The occupation forces then intervened with live gunfire, resulting in this brutal massacre.
This incident provides undeniable evidence of the Israeli occupation’s total failure in managing the humanitarian catastrophe it has deliberately created through a systematic policy of siege, starvation, bombing, and destruction. This constitutes a continued act of genocide under international law, especially Article II of the 1948 Convention on the Prevention and Punishment of the Crime of Genocide.
The establishment of “buffer ghettos” and coercive assembly points under conditions of hunger and death does not reflect any genuine humanitarian intent. Rather, it represents a form of racist political engineering aimed at dismantling Palestinian society, prolonging its suffering, and providing a false humanitarian cover for the occupation’s security and military agenda.
Accordingly, we affirm the following:
First: We hold the Israeli occupation fully legally and morally responsible for the massacre in Rafah and the deaths of starving civilians—an atrocity that may be repeated. We also hold it responsible for the food system collapse in Gaza. We condemn the occupation’s use of aid as a weapon of war and a tool of political blackmail, through its deliberate obstruction of relief efforts via official crossings and neutral international and UN organizations.
Second: We call upon the United Nations and the UN Security Council to fulfill their responsibilities and to take immediate and effective action to stop the massacres, to open crossings unconditionally and urgently, and to enable humanitarian organizations to operate freely and without interference from the occupation.
Third: We demand the deployment of independent international investigative committees to document crimes of starvation and genocide, and to bring Israeli leaders to international justice for war crimes and crimes against humanity.
Fourth: We urge Arab, Islamic, and free nations of the world to intervene immediately and effectively, and to activate independent and secure humanitarian routes that break the siege and prevent the occupation from continuing to use food as a weapon in its bloody war.
Fifth: We categorically reject any project that relies on “buffer zones” or “humanitarian corridors” under Israeli supervision. We consider them updated versions of apartheid ghettos designed for isolation and genocide—not for relief or protection.
What is happening in Gaza is a grave crime in full view of the world, and silence in the face of it is a shameful form of complicity. We hold the Israeli occupation, along with its supporting states—chiefly the United States of America, the United Kingdom, Germany, and France—fully responsible for the continuation of famine and mass slaughter of civilians in the Gaza Strip.
