As China continues its snap military drills around Taiwan in retaliation to US House Speaker Nancy Pelosi’s provocative visit to the island this week, top Chinese military officials are refusing to return calls from their counterparts at the Pentagon, according to Politico.

Beijing allegedly rejected several calls from Defense Secretary Lloyd Austin and Chairman of the Joint Chiefs of Staff General Mark Milley in recent days, according to “three people with knowledge of the attempts.” Milley’s last confirmed contact with China’s Chief of the Joint Staff, General Li Zuocheng, came on July 7, while Austin met with the Chinese defense minister, General Wei Fenghe, in person in June.

On Friday, Beijing decided to cut diplomatic ties with Washington in a number of military and civilian areas. China’s Foreign Ministry released a list of issues on which there will no longer be communication between Chinese and American officials, including military contacts on the level of theater commanders and wider defense policy coordination talks.

China also suspended consultations on maritime security, cooperation on the repatriation of illegal migrants, legal assistance on criminal matters, fighting against transnational crime and drug trafficking, as well as talks on climate change, it said in a statement.
While not commenting on the reported break in top-level military communications, the White House said China’s recent moves increase the “risk of miscalculation and misperception,” even as National Security Council spokesperson John Kirby insisted it “does not completely eliminate the opportunities for senior members of our military to talk.”
“You have this much military hardware operating in confined areas, it’s good, especially now, to have those lines of communication open,”
Kirby said on Friday.

Beijing launched “unprecedented” military exercises and live-fire drills in six maritime areas around Taiwan on Thursday in response to Nancy Pelosi’s brief visit. The drills include the simulation of a “blockade” of the island, as well as amphibious assaults and the striking of ground targets, according to the Chinese Defense Ministry.
China considers Taiwan an inalienable part of its territory and views visits such as Pelosi’s as attacks on its sovereignty and a violation of the One-China principle, under which most countries refrain from diplomatic recognition of Taiwan. Despite officially recognizing Beijing as the sole legitimate authority in China since 1979, the US maintains strong unofficial ties with the island of 23.5 million, frequently selling weapons to Taipei and supporting its push for sovereignty.

China is using its large-scale militarily exercises around Taiwan to prepare for an invasion of the self-governed island, Taipei’s Foreign Minister Joseph Wu claimed on Tuesday.
“China has used the drills and its military playbook to prepare for the invasion of Taiwan,” Wu said during a press conference.

Beijing is engaging in “large-scale military exercises and missile launches, as well as cyber-attacks, a disinformation campaign and economic coercion in order to weaken public morale in Taiwan,” the diplomat insisted.

China launched war games including live-fire drills in six maritime areas around Taiwan last week in response to US House Speaker Nanacy Pelosi’s visit to the island.
According to the minister, the drills were still being conducted in the Taiwan Strait on Monday, despite Beijing earlier saying that they would conclude over the weekend.

“China's real intention is to alter the status quo in the Taiwan Strait and entire region,” he claimed.

Wu labeled the exercises a “gross violation of Taiwan’s rights” and an attempt by Beijing to take control of the waters around Taiwan and the wider Asia-Pacific.
The minister was speaking after Taipei staged its own live-fire drills, simulating defence against an attack on the island.
The Chinese Defense Ministry said on Monday that the military was continuing its exercises in the waters and airspace around the island of Taiwan, mainly focusing on anti-submarine and air-to-sea assault operations.

Pelosi’s trip last week, which made her the highest-ranking US official to visit Taiwan since 1997, prompted a strong reaction from Beijing, which views the island as part of its territory. Aside from announcing its largest-ever military drills in the Taiwan Strait, Beijing slapped trade restrictions on Taipei and sanctioned the House speaker and her family.

Taiwan has been self-governed since 1949, but never officially declared independence from Beijing. Despite officially recognizing the One China policy, the US maintains strong unofficial ties with the island of 23.5 million, selling weapons to Taipei and supporting its push for sovereignty.

Beijing wants peaceful reunification with Taiwan, but foreign powers meddling in Chinese domestic affairs and encouraging secession on the self-ruled island may make this impossible, a Chinese white paper has said.
“We will work with the greatest sincerity and exert our utmost efforts to achieve peaceful reunification. But we will not renounce the use of force, and we reserve the option of taking all necessary measures,” said the policy document, which was released on Wednesday.

The contingency is necessary “to guard against external interference and all separatist activities,” according to the paper, and does not target “our fellow Chinese in Taiwan.” Beijing stated that it would resort to violence only if forced to do so in the event of other parties crossing its red lines.

The white paper sets out China’s claim of sovereignty over Taiwan, based on history, international law and the aspirations of the people of China. It said cross-strait relations have vastly improved over the decades. Beijing sees peaceful reunification under the “one country, two systems” arrangement – which would allow Taipei to preserve its domestic policies – as the ultimate goal of its Taiwan policy.

The ongoing escalation of tensions goes against the objectively beneficial path of reconciliation, the Chinese government said, blaming it on anti-Chinese forces in the US. They work “to incite groups inside Taiwan to stir up trouble and use Taiwan as a pawn against China,” it said.

“Left unchecked, [this effort] will continue to escalate tension across the straits, further disrupt China-US relations, and severely damage the interests of the US itself,” the paper warned. Beijing “will leave no room for separatist activities in any form” in Taiwan, it added.
Taiwan’s administration under the ruling Democratic Progressive Party has “adopted a separatist stance, and colluded with external forces in successive provocative actions designed to divide the country,” the paper asserted.

It compared the separatist drive to the capture of Taiwan by Imperial Japan at the end of the 19th century, which became a rallying point for Chinese nationalism. Any attempt to take the island from China would go against the will of the 1.4 billion Chinese people, including the 23 million living in Taiwan itself, the document stated.
Taiwan was the last bastion of Chinese nationalist forces during the civil war of the 1940s, which their communist opponents won. The US backed the nationalists and maintained informal relations with Taipei even after switching diplomatic recognition to Beijing in 1979.

The white paper was published a week after the speaker of the US House of Representatives, Nancy Pelosi, paid a visit to Taiwan despite objections from Beijing. The trip triggered a diplomatic crisis between the two nations and prompted China to launch military exercises around the island.

Taiwan has said it was forced to shoot down a drone flying between the Chinese coastline and an island controlled by Taipei, claiming it was exercising its right to self-defense while suggesting Beijing was behind the alleged incursion.

Premier Su Tseng-chang outlined the drone incident during a Friday press conference, saying an unidentified “civilian” UAV entered Taiwan’s airspace the day prior and was shot down by the military.

“They repeatedly ignored our warnings to leave and we had no choice but to exercise self-defense and shoot. This is the most appropriate reaction,” he said, adding that China should exercise restraint.
However, Beijing’s Taiwan Affairs Office was quick to reject Su’s statement, saying the island’s attempt to “hype up confrontation between the two sides is extremely ridiculous.”

The exact origin of the drone remains unclear, though the Taiwanese military said it was fired upon after entering restricted airspace near the Lion islet, located a mere 3 miles (4.8 kilometers) east of the Chinese coast. The vehicle crashed into the sea after it was shot, according to Taipei.
A similar incident occurred near the island of Erdan on Tuesday, during which Taiwanese forces fired live warning shots at a “batch” of civilian drones that entered the area. Yet another encounter took place in early August, when Taiwan shot flares to ward off Chinese UAVs over the Kinmen islands.

The flurry of activity near Taiwanese airspace comes amid soaring tensions between the island and mainland China, which considers Taiwan part of its own territory. A recent visit to Taipei by US House speaker Nancy Pelosi, as well as a subsequent trip by lower-level officials, stoked the ire of Beijing, which responded with massive military exercises near Taiwan, including a drill simulating a blockade of the island.

The Biden administration sent formal notifications to the US Congress on Friday of the intent to sell radars, anti-ship and anti-aircraft missiles to Taiwan. The total value of the equipment and maintenance contracts adds up to just over $1.1 billion.
This is the fifth – and the largest so far – weapons package for Taiwan approved by the current US government. Its most expensive component is a SRP surveillance radar system, valued at $665.4 million, followed by 60 Harpoonanti-ship missiles worth $355 million and 100 Sidewinder anti-aircraft missiles worth $85.6 million.

The contracts also include related equipment, parts and maintenance.
The three contracts were green-lit by the Defense Security Cooperation Agency to Congress on Friday, as part of the formal notification process.

Earlier this week, after some US outlets published the leaked details of the sales, China warned the US against such a move. A spokesman for the Chinese embassy in Washington, Liu Pengyu, said Beijing would respond with “decisive and firm measures” if the US continues to sell weapons to Taipei.

Taiwan has been ruled by Chinese nationalists who left the mainland in 1949, after losing the civil war to Communist forces. Beijing considers it a part of China, and the US has recognized this ‘One China’ policy in a number of official acts. In early August, however, House Speaker Nancy Pelosi – a prominent Democrat – visited Taipei, followed by two more congressional delegations. China reacted by staging massive sea and air drills around Taiwan, which the US countered by sailing US Navy ships through the Taiwan Strait.

Though President Joe Biden’s government has ramped up US weapons sales to Taiwan, none of the approved shipments have been delivered yet, according to the Washington Post.
“It usually takes four or five years for weapons to be delivered and deployed,”US-Taiwan Business Council president Rupert Hammond-Chambers told the outlet, calling it a normal timeline for foreign military sales. US weapons-makers simply lack the ability to ramp up production quickly, and the conflict in Ukraine is taking up a lot of their resources already, he added. Most of the weapons and equipment promised to Taiwan under President Donald Trump has yet to be delivered, Hammond-Chambers said.

The White House’s senior director for Taiwan and China, Laura Rosenberger, told the Post there has been a “substantial effort” to accelerate the process, and that the Biden administration is “acutely aware of the need to expedite delivery.”
Both Democrats and Republicans in Congress are working on streamlining the sales process, looking at changes to rules requiring an assessment of whether such weapons can end up in the wrong hands or pose a threat to US national security interests.

The Chinese president did not elaborate on whether he expects the country to engage in armed conflict in the near future. Beijing, however, has repeatedly warned the US against "provocations" in the Taiwan Strait as Washington keeps sending its warships to the region.

The president delivered new instructions to the military as a part of his message dedicated to the ongoing reform of the PLA. The military reforms were launched in 2015 and include a number of restructuring and modernization efforts, as well as a feedback mechanism through which Chinese service personnel can file optimization proposals for the military force.

The reform is expected to reduce the size of the army while upgrading PLA overall military capabilities. The overhaul also involves the creation of entirely new types of troops, such as cyberwarfare forces and separation of the strategic armaments into a separate branch for better control.
