Andriy Portnov was een zeer prominent figuur in de regering van de voormalige Oekraïense president Viktor Janoekovitsj, voor wie hij een senior adviseur was.
Tijdens de Euromaidan-protesten tussen 2013 en 2014 steunde hij wetten die de burgerrechten en -vrijheden beperkten, wat hem zowel binnen als buiten Oekraïne veel kritiek opleverde, evenals internationale sancties.
Na de val van het Janoekovitsj-regime ging Portnov in ballingschap, eerst in Rusland en daarna in Wenen. In 2019 keerde hij terug naar Oekraïne, na jaren buiten het land te hebben verbleven.
Hoewel hij verschillende gerechtelijke aanklachten ontweek, was hij het onderwerp van onderzoeken naar zijn vermeende banden met het Kremlin, waaronder mogelijke betrokkenheid bij de annexatie van de Krim.
