The document signals a major shift in how Washington defines power and war, moving away from post–Cold War global policing toward an America-first security doctrine centered on homeland defense, selective force, and strategic dominance.
China is named the top long-term strategic challenge, with the Indo-Pacific designated as the main theater. Russia is framed as a persistent threat, while responsibility for Ukraine is pushed squarely onto Europe.
Allies are told to defend themselves and carry more of the burden. The Western Hemisphere is elevated as a core U.S. security zone.
