In September 2018, the Vatican signed a provisional secret agreement with the Chinese Communist Party (CCP) on the appointment of bishops. It came after decades of two parallel Catholic churches in China, one approved by the government, the other underground, persecuted by the CCP, and loyal to Rome. The agreement was aimed at resolving the divisions and improving Church relations with Beijing but has been widely criticized for compromising religious freedom, selling out Chinese Catholics, and not adequately protecting underground Catholics. The agreement, which is being renewed every two years, has so far had mixed results but has been renewed until at least 2028.

Aartsbisschop Carlo Maria Vigano stelt in een interview met LifeSiteNews dat de nieuwe paus Robert Prevost — die de naam Leo XIV aannam — het beleid van zijn voorganger Franciscus niet heeft afgezwakt, maar juist in een hogere versnelling heeft gezet. En dan doet hij dat ook nog eens met een glimlach, aldus Vigano. Een gevaarlijker combinatie, zo redeneert de aartsbisschop, bestaat er niet.

Vigano is vernietigend als het gaat om het publieke imago van de nieuwe paus. Waar Franciscus luidruchtig en confronterend was — en daarmee onbedoeld weerstand wekte — opereert Prevost kalm en glimlachend. Maar die rust is misleidend, aldus de aartsbisschop. De agenda wordt niet vertraagd: synodaliteit, klimaatactivisme, pro-migratiebeleid, syncretisch oecumenisme en de normalisering van LGBT-ideologie worden allemaal doorgezet, en in sommige gevallen zelfs uitgebreid.
