Bill Gates says a one world surveillance state is necessary to prevent the next pandemic.

Gates says that “constant surveillance” is the key to staying safe, saying it allows authorities to watch everything and contain a pandemic before it breaks out.

“The world hasn’t come together yet to create that surveillance system.”

“When it does breakout we need to come up with drugs and vaccines.”
